Injured at Work

I have a relative who suffered a bad injury at work, it was the result of a saw cutting him on the hand which resulted in a metal plate being put into his hand, his hand was then sewn up with 7 stiches and some plastic surgery was done after this.
My relative has left his former employer and since this time a safety device has been fitted to the saw.
My relative is now trying to claim for the injury as his hand still gives him trouble from time to time, however any letters sent to the employer from my relative's solicitor are being ignored, the next action being proposed is to send the employer a civil bill, what does this bill entail?

I take it you are in Northern Ireland? A civil bill is the commencement of court proceedings. This is entirely appropriate as the employer have refused to respond and therefore the claim needs to go to court to protect the claimant's interest0
