Can i remortgage if i am in a Debt management plan?

I am on a SVR with Northern Rock - I am looking to remortgage asap to get a fixed rate with somebody for 12/24 months as with interest rates increasing i will know where i am on a fixed. and more likey to afford a fixed sum each month. The Problem is i have a debt management plan set up for my unsecured loans (i was made redundent and got very behind with council tax and bills meaning i could either borrow more to consolidate or put everything but the Mortgage in the DMP) With Property prices decreasing last year i lost some equity in the property, and need an 80% LTV to remortgage. Can anyone advise ?
