Deduction from NRP earnings but still no money received

Hoping someone can help here...

My husband receives maintenance for his daughter who lives with us. He believed this was collected via a deduction from earnings, following a previous period of time when he didn't receive any maintenance (CSA can't confirm this due to data protection rules apparently but we know it is taken directly from her salary and paid by payroll at her company - so this must be a deduction of earnings - correct?). The maintenance payments have now stopped although she is still working at the same company and earning the same amount.

The CSA opened a case to chase the payment which has now gone overdue, so far no action has been taken on it at all - when my husband called they said they would escalate to their manager but I'm not holding out much hope given the lack of action so far. What is likely to happen next - and is there any way of escalating this to someone who will actually do something? How often do the CSA actually use sanctions such as taking away a driving license or passport?
