best 5 year fixed at the moment?

Will have approx 20% deposit (28k) for a 140k buy, what the best 5 year fixed i could be looking at at the moment, and what set up fees?

I have been looking around myself for a long term fixed rate. The best I can find is a 4 year with abbey national for 4.89% with a £0 arrangement fee. There is a certain criteria to qualify for this but they also help with costs. Let me know if you find a better deal. My 5 year deal is nearly up.
