Council tax is paid by the main householder, not by the individuals in the house.
£705,000 raised by client groups in the past 18 mths

Firstly if your gf's parents' home is your and your gf's sole or main residence you must register on the electoral roll.

As there are already 2 adults living in gf's parents' house, then you and gf living there will not affect CT bill. If only one parent lived there then that parent would have been receiving 25% single person discount which they would have lost if you and/or gf moved in.
If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

..............provided you are individually entitled to vote in the UK/EU ?

It is not compulsory to register on the electorial roll if you do not intend to vote -

It might make it easier to get credit tho - as it will be checked say if you set up mobile phone contract.

Not true. Failure to register can result in a fine of up to £1000
