Mums house repairs

I need a bit of advice.

My mother is in her eighties and unfortunately in residential care due to her failing health. Her house (which she owns) has been kept on but requires extensive work to stop rising damp and to repair a leaking roof.

The local council do not provide grants for this type of repair work. A couple of banks that I have contacted do not do equity release loans/mortgages any more.

Where is the best place to obtain funding for the repair work?

thanks
