Cheap quality lock - won't get refund

A cheap lock isn't expected to keep people out, it just serves as a visual deterrent and can stop casual opportunistic theft, but it won't stop anyone that's determined and for £5 you shouldn't expect it to. Its a bit like you buying a cheap suitcase lock and trying to return it because "everyone has a key to those things and they're so easy to open".0

I got a reply from the manager via email..
I have spoken to our padlock suppliers at length and they state that the padlocks we have are also supplied to the Ministry of Defence and therefore should be fit for purpose for usage at a gym.
I can offer you a refund on your padlock as you were not happy with it, so let me know when you will be coming to the gym next and I will arrange this for you,
Regards,

I'm having almost the opposite problem with a gym locker padlock. It belongs to a friend of mine and I accidentally changed the combination on it, but I have no idea what I changed it to (at the time I didn't even know I was changing the combination
). Anyway, I've tried every possibility 3 times and tried the technique you described but I just can't find out the combination or get it to open, so I suspect the mechanism must have gotten a bit knackered

Hmmm if it's cheap it should be openable, make sure you pull on the shank with enough force so that that internal parts push againsts the number wheel, this should allow you to get a feeling of the lock, and when you hit the right number it will feel differnet to the rest of the numbers..0
