Excel PCN

Advice Please
Have read the threads about private parking charges but they recommed that you DONT appeal which we have. We've now received a reply upholding the fine and I'm not sure what we should/shouldn't do next.
My husband received a PCN from Excel for not buying a ticket. Thing is when my husband went to pay, both machines were out of order so he rang the helpline number to report it. They took his name and car reg details and told him it would be okay so we left the car.
We were at an event organised through work and someone else has had the same thing happen and they rang the helpline to report it too, so at least 2 seperate parties can coroborate this.
I was so annoyed when we got the PCN I appealed straight away (I didn't confirm who the driver was) and explained all this. They've replied stating that there is no record of anyone reporting the machine out of order (not true at least 3 people called them) and they have also included a list of cars that parked at the same time as us which all had 'tickets'.
My husband thinks we should pay but I don't what do you think (we both work for a bank so we can't take any action that might jeopardise our jobs)
