She maybe shouldn't have hired her in the first place, but she needs to use her management skills to get Annie back on the right track.
All industrial disputes and cases of poor performance are down to bad management.

And the award for sweeping statement of the year goes to ....... happypete.

surely some industrial disputes are not down to bad management?
And, many cases of poor performance are down to ..... poor performance! unfortunately some employees are lazy, dishonest and/or incompetent, a fact of human nature, not bad management.

No don't fire her 'just like that'.
Friendship works both ways, so Naomi should explain her problem and ask Annie if she will resign with immediate effect
If Annie does resign at least the friendship should survive, which is about the best both of them can hope for from this situation.
If Annie doesn't resign then she is a poor friend - problem solved, fire her.

She should never have hired her in the first place knowing all she does about her and that there would be a big chance that she would be let down due to her health issues. Obviously she wants to help her friend out, but does she want to end up in the same situation, losing her business, getting stressed leading to health issues?

I think she should be treated as any colleague in her position should be which in my view should be as follows - a structured supported programme of integration into work. This would include a mentor, an initial meeting to agree the identification and provision of any support needed and clear short and medium term targets. This should then be followed up by regular meetings with her manager to evaluate her performance against those targets. That way there should be agreement that she is or is not up to the job.
