abbey portablemortgage

currently have a 140,000 portable mortgage(fixed @5.5% for another 3yrs) and i am looking to port it to another property value 400,000 never defaulted any payments
abbey (on the phone) say i need to reapply as if its a whole new application for a mortgage? is this right? is there a quicker way i can get it ported as we need to exchange????? and i would need to supply accounts for 2 yrs , which is feasible but slowing the whole process down
