Any debt which is receiving a regular payment can have an implied value based upon the income stream (risk adjusted) as well as the amount outstanding. Think of it like a bond. You get £10 a month so £120 a year and if similar risk rates were 10% then that income stream would have an implied value of £1200 (very simplified I know with omissions). If the debt holder paid £600 for that debt and could sell it for that £1200, they may well pass it on and book a profit on the deal.
If you are paying nothing, then there is no implied value and only a book value weighted by their perceived chances of getting anything back from you.0
