Using own car for business - Tax?

Hi,
For the past 3 years I have been working for the LEA using my own car for driving between sites. I currently claim "Casual user" mileage of around 42p per mile, this is only on the business miles. This totals around £120 per month.

I have been informed by an ex employee that he has used a 'p87' form to claim tax relief on the mileage not covered by this. In his case, it was 18 miles per day (non claimed).

He has been informed that he will be receiving £400 in tax relief.

Now, I did 30 miles (non claimed) per day for 3 years, so I would like some advice on this.
From what I have read, you can't claim relief on standard mileage to your place of work. The nature of our job was to travel to a different place each day, so we had to chose a "base" to base our mileage claims on, and then anything after this base mileage would be claimed. I assume that, in my case, I cannot claim the relief on this 30miles.

Am I right in this assumption?
Is it worth filling in the p87?

    Can you not backdate 3 years of milage claims to the LEA?

    But I am getting the 42p per mile for business mileage. I am trying to work out if you can claim for the "non business" mileage. The LEA won't pay any more unfortunately! Not even 'essential user'.
