    Not quite true. I seen a documentary on tv recently about the new photo licence being obtained by fraud from the DVLA, so it is not guaranteed either.

    I meant to use the word "provided" and not "proved" which changes the context slightly.

    No system is perfect. Idenntity theft is, as you suggest, alive and well. That applies to all documents though, not just provisional driving licences.

    My network's compliance (which is the biggest IFA network) will not allow us to accept provisional driving licences. There may be others out there that will so I will not presume to say they all wont.

    I wasnt aware that provisional licences had moved to photo ones. The decision to stop accepting provisional licences was when they were paper only. So, if they are photo now, then its possible the network(s) and compliance departments are being slow to react. That is unless they feel that the risk is still too great.

    the documents you send to get a provisional licence have been sufficent for dvla to grant him a provisional licence-- when he pases the practical test dvla doesnt require any aditional id in order to send him the full uk licence...so i dont see the point where is the diference of permanent or provisional when it comes to using it as an id!

    and sure driving licences, passports and anything are liable to fraud.. as long as they are man made , fraudsters will be able to do... and mortgage advisers dont have scanner etc to check it- as much as i have seen they just get a copy
