Seems to me that their first choice for the job turned it down, or perhaps initially accepted but changed their mind. The OP was second-choice. And very likely in with a good chance of getting the job. Well done!
As others have said, if the Company are doing this to avoid agency fees they are sadly mistaken - the fee will be due, as the agency have introduced the candidate.0 -

I'm also looking for an IT job and noticed this trend too. Ridiculous that some companies do this, relisting a job because they havn't found "the one". I got turned down for one job just because the company wanted people who lived close by.0 -
I work in IT (programming side). Sometimes in IT jobs they will never get the ideal candidate who has worked with all the specific software/hardware relevant to the job spec; as the next option they will normally then look for someone who can easily adapt to their technologies.0
