Can't install Flash

I'm hoping someone knows how to help with this. I've done a fresh install of XP, and in the process of getting everything back up, but I'm getting an error trying to install Flash player. It says 'Error! Can't initialize plug-ins directory. Please try again later.' every time I try.
When I try to do it in IE I get "Internet Explorer has closed this webpage to help protect your computer".
Any help would be much appreciated.
