It sounds like a browser hijack/browser helper object.
Do you have any antispyware software on the PC?
Suggest you have a cleanup with this: https://www.ccleaner.com
then try ad-aware or microsoft defender and do a scan.

http://www.microsoft.com/athome/security/spyware/software/default.mspx

or download hijackthis, and post the log it creates here and click analyze, look for BHO's

loads more info here:

also, make sure the PC is upto date with windows patches.

I would also make sure what settings you have on your content advisor... I assume you are going to the site you want to you are just getting a warning (rather than being redirect to a !!!!!! site or such?)
Many sites dont have a content rating and therefore can be classed as "adult" if you have the browser set up to do such. All posts made are simply my own opinions and are neither professional advice nor the opinions of my employers

I also recomend you do not use Internet Explorer, for a free better (in my opinion) browser try Firefox.
http://www.getfirefox.com/
It is more secure as it is not integrated directly into Windows as is Internet Explorer. It also features tabbed browsing and a popup blocker, is is also not as suseptible to adware like Internet Explorer.

Thats not 100% true at all, IE is not better or worse than any other browser Its just that more people target IE also changing browsers does not solve the problem as if you cant view the page in Fire Fox properly youll need the IE plug in and that will result in what the OP is trying to get rid off.
Now if Sir Peter downloads and runs Windows Defender that may well cure his problem as it has the ability to reset Homepages and get rid of certain maliciouse software.
Worth a shot.0 -
that malware removal thread will do it, takes a little time to work through but worth it in the end

I did say in my opinion!
Also there are not many websites now that do not support other browsers. Even the National Lottery website now supports Firefox and Opera.
Windows Defender is ok, although they are going to charge you for it when it comes out of Beta. (Charge you for stopping spyware and virus that get on your system thru their security errors and bugs, i like that).
TBH, i don't use Windows anymore, i switched to a Mac about month ago, but i would recommend Windows Defender while its in beta for free).0 -
I also recommend switching to a Mac if you want to get rid of such problems!0
