Career Development Loans

Hi
I've just spent the best part of the day researching this.... Apparently, if you want to take out a career development loan you have to make sure that the providers of your training are registered with the Learning Skills Council. Problem I have is that I'm in a specialised field and I'm retraining to get back into it... btw, it's technical authoring, which means I use specialist software. I do not qualify for a CDL. Is there another route I can try bearing in mind I don't qualify for a personal loan as I'm unemployed at the moment.
