Black horse settlement

I have been with payplan for 4 and half years and am nearly there and debt free! Or thought so! Out of the blue today I received an offer of settlement (without requesting it) from black horse at £1682.00. I have been paying them £30 a month for the whole time and haven't missed any payments. My monthly payment under the terms of the loan was £62.00 per month. Over the years I have been given settlement figures ranging from £800 - £600 and a couple of months ago they confirmed my outstanding balance at £467.00. I only ever borrowed £1000 although no longer have credit agreement! - How come to settle they are demanding more than the initial loan was 4 and half years ago!
I did ring them but they said something about wanting all the interest back and £25 for every letter which they have ever sent. I'm really upset with them as they seemed to have moved the goal posts. In addition to the above they have also offered PPI settlement figure then now denying it, despite having sent a letter. They are refusing to cancel my PPI and I just feel its all been for nothing and I am back where I started. 4 and a half years ago I owed 32k and i have it down to only £4k and was hoping to make some offers next year to finally be debt free - what if all my other creditors have done this!! - has this happened to anyone else??
