You should've taken out a loan.0

This is standard practice. Whatever method you use to apply for loans/mortgages/credit cards if you get rejected your details can be sold on to third parties. The only way this does not happen is if there is a box to tick or untick. More and more companies are scrapping the tick box method and just putting up some data sharing policy document which says you can write and opt out. But then you get sold on before you can possibly get a letter to them.
C&G did this to me when I applied for a further advance on my mortgage. The advisor then tried very hard to get me to apply to a 'third party partner' that offered loans. I turned him down. I then had the company involved ( I forget the name) call me up the next day to finalise my loan!
I eventually went with Barclays.
