Help! Where do I stand? Rec'd parking tickets from NPC & Local Council

My daughter is a student at Sheffield university and resides at the Pinniacles, Broad Street, Sheffield and she received two parking tickets on 3rd December 2009 within 52 minutes of each other on Blast Lane, Sheffield which is a side street off Broad Street. The car was parked in Blast Lane overnight and wasn’t moved between receiving the two parking tickets.
The first one was issued at 08:05 by National Parking Control, PO Box 404, M/CR M15 4XH. The fine is £90 within 28 days or a reduced charge of £60 if paid in full within 14days.
The second issued at 08:57 by Sheffield City Council. The fine £70 within 28 days or £35 if paid within 14 days.
What I would like to know is: Do I have to pay both fines and why?
Although I am the legal owner of the vehicle I was not the driver on that particular day and the ticket from NPC clearly states “Warning: Legal action will be taken against the registered owner if left unpaid”. There is only a scribble on the line “Warden’s Signature: and no ID Number.
ANY ADVICE WOULD BE APPRECIATED.

That's a little odd. Why would both the council and NCP be issuing tickets in the same place?
The NCP one can probably be safely ignored, they can't take legal action against the registered keeper - they are lying to scare you. They can only take legal action against the driver, and they've no idea who that is. They will send you lots of letters, but eventually, they will give up.
The council PCN is the one you should be worried about. If you want to appeal it, you should post it up here, both front and back, removing all personal info like registration and tax numbers. And if your daughter could take photographs of any signage visible where she parked, and any road markings, that could be helpful too. NPC is a private parking company with no legal standing on its own to issue fines. It could be that different spaces in the car park are owned and managed by two different bodies but that would not explain the issuing of two tickets for the same space by two different bodies within an hour.
You need to provide more information. What were the signs, who has signed the NPC document, what does it say, ditto the council. Without mentioning the tickets, you could presumably phone the council and establish if it owns and manages all of the car park concerned or only part.0 -
I take it the NPC one wasn't issued on behalf of the Council, is it called a 'parking charge notice' (as opposed to a Penalty Charge Notice)?
If so then the NPC one can be safely completely ignored, it's not a real fine and they won't actually take the registered keeper, the owner or the driver to Court. They just pretend that they will and send letters from Debt Collectors, threatening that they will. Then they give up!
If you click on the blue link above 'parking fines, tickets & parking' (under the orange BANKING SAVING tab at the top of the page) you can read lots of other threads about private parking tickets. If you find a recent post by Alx*27 you can click on the NCP ticket link on his signature to see a pictogram of the NCP scam in action. In other words, you can see which letters you will receive. Forewarned is forearmed, even though nothing will happen!
Re the Council PCN, you'll need to post here on this thread a copy of the PCN (front and back, all wording except identifying & car details). Read other threads to see how to do this.
HTHPRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You could take the NPC ticket to the council and ask where you should pay this, it could stir up a hornets nest for the ppc.

Thanks everyone for your replies they are helping me to fight my battles! Since posting my tread I have established that the car was parked on a road not on private land therefore, National Parking Control who issued a 'PARKING CHARGE NOTICE" will not receive a penny from me.
biscuitdunker - Thank you for your reply also, but I'm not sure how to upload the parking ticket from the Counsel. My daughter has insisted that there were no visible signs and I will ask her to take photos and upload all once I know how to do it. I am off now to read the forum that you have suggested below.

Then I would definitely complain to the council, trading standards and police(if they'll listen) as this firm of PPC's is acting fraudulently.
