French Domiciled, best way to raise capital

We have lived in France for 5 years, we own our house in France outright, we own a vacant property outright in England with a rental value of £650 pcm. We hope to get a new tenant early next year. In the short term, we need to raise some funds.

I want to raise £10,000, £5,000 of which will pay off credit cards. We are apart from that totally debt free with a small income from UK and about €12,000 from France. what is the best route to take? Small mortgage? Bank Loan? Just want to know the most viable and economical way to raise money. I'd like to pay the debt off perhaps £200 a month?
