Well should they?
I've just bought 2 1 litre kilner like jars from Asda, when I washed them out and shook them, all the water came out from around the seal.
Also when I have used a couple of old proper kilner jars with new seals, they have also done this.
Maybe I'm expecting more of them than I should.

They should seal because if liquid can get out then air can get in. But I think they need the heating to properly seal them - most articles on preserving talk about testing the seal after heating.0

The seal is formed when the hot air/vacumn in the jar cools.
I have dearth of metal rings for my Kilner jars so i have to bottle a small number of jars then wait untl the next day and check the seals. If they are OK (and this year so far they all have been), I remove the screw band and store the jars with the ring and top.
The I use the screw bands on another set of jars.If you've have not made a mistake, you've made nothing0 -
you may have bought kilner type jars, which are good for storing dry goods, but the glass might not stand up the high temps required for preserving.
The answer is you may need new rubber rings- the whole idea being that the jars should be both air and water tight.0
