selling tickets - illegal?

Is it illegal to sell concert tickets outside a venue? I was under the impression that if you were not asking for a price over the face-value of the ticket you could? If, for example, you couldn't go, but a friend sold the tickets on your behalf outside the venue this would not be classed as ticket touting - just trying to get some money back on the tickets? Someone else has told me it is illegal to do this.
