Help re dodgy 'debt collector'

Thanks everybody for the very helpful comments.
Just to update you, my sister phoned the police in anticipation that there may be problems. They gave her general advice much along the same lines as all of you and said that if this chap turns up, to give them a call back.
Not only has he not turned up but he also never phoned back. Part of me thinks he was put off when my BIL didn't acquiesce to his demands straight away. Maybe this 'negotiator' is someone who plays this game with lots of people and only needs a few here and there to be intimidated enough to pay up to make it worth his while.
Anyway, once again many thanks for your time and trouble.
