'Quotation' query Lok N Store

Wonder if anyone can help? In brief:
My sister had a small 25sq ft lock up unit and wanted to upgrade to a larger 50sq ft unit. She called Lok N store and asked how much to upgrade. They quoted her a price and she asked if it included the insurance to which they said yes. She asked them to hold the unit that was available and went in that weekend.
When she visited she again checked the quotation price at the desk and also checked that the price included the insurance. The woman said yes and that she should go on and move her stuff into the larger unit and the contract would be ready downstairs for her to sign later. After moving (a hell of a lot of stuff and taking half a day) my sister came downstairs and signed the new contract, admittedly without reading it. She came home, put it away and thought nothing of it until today.
The new bill arrived today and on working it out it appears that the price Lok N Store quoted her twice was without the insurance so the actual cost is £12 a month more. I've told her to complain which she has done by email today but they've basically just reiterated the billed price is correct.
Does anyone know where she stands on this. I've told her not to give up and that a quotation should be the price she pays. I've said to go in and request a recording of the telephone call she made but I think she's reluctant as she says it is her fault. Can anyone help/shed some light/advice?
