Can I have some advice for my sister please

Hello everyone,
Im wondering if I can have some advice for my sister. This is a long story I may ramble so please bear with me.
Her DH left her about 2 years ago, and was paying her £60 per week child maintenance (one child). This wasnt done through the CSA or a lawyer or anything, my sis just went onto the CSA website, put in his weekly wage, and it said he should pay £60 per week.
He then changed jobs and told her that he couldnt afford to pay the £60 per week, and cut it down to £45 per week, then he stopped paying her for a few months, she threatened him with the CSA and now he pays her £25 per week.
My sis told him that he would need to increase this. He told her that he didnt receive a wage every week, because he wasnt working every day. She asked him how much he was earning in his new job, but he wouldnt tell her. She said that either he show her his wage slips every week, or she would go to the CSA.
He has told her that he shouldnt have to pay her any money because she got the house (when they split up she got the mortgage in her name, there was no equity in the house as it was mortgaged to the hilt, and all the joint debts she is having to pay (long story). She is in a trust deed because of all the debts (both in her own name and joint) and needs more than the £25 per week that he pays.
She has also found out (from one of her neighbours)that he has a part time job at night in a supermarket (he has never told her about this, and he doesnt know that she now knows about this).
She is frightened to contact the CSA about this because he might then stop paying her altogether and she cannot afford this at all especially at this time of year.
Can anyone tell me how long it takes for the CSA to get it all sorted out, and will they be able to find out for definate if he does have a part time job as well as a full time job. One of my work collegues say that the CSA have no powers at all and its all alot of rubbish (apparently someone she knows was told this by a lawyer)
Any advice for her would be greatly appreciated.
Thanks
Jackie xx

If she isn't happy with £25 a week and he wont increase it, she has two choices really. Leave it or contact the CSA.
As for how long it takes to get the payments started after contacting them ... it varies from person to person. Some a few weeks, maybe sooner ... some years. Unfortunately it would be a risk any PWC would have to take. The payments would most probably stop from the time he is contacted until the time the assessment is done and the first payment due. He doesn't have to continue paying while the assessment is being done (although he will still owe the money from the day he was contacted and it is included in the form of arrears), so something she would have to factor in.
The CSA can be a pain in the backside, for both PWC's and NRP's. Some have never had any problems. It's a gamble. Personally I would only go to the CSA as a last resort.August GC 10th - 10th : £200 / £70.61

Thanks for your quick reply Shell I really appreciate it.
Ive told that that maybe he can only afford the £25 per week, but, she thinks hes at it because he is always out, buying new clothes for him new things for his house.
I will let her know what you have said and she can take it from there.

These extra expenses might not be coming from an increased income. He might just be really rubbish at budgeting and using credit to purchase things, getting into debt, but it's totally up to her.

He has to clothe himself and have a life too you know. If she is that bothered then go through the CSA. Im all for NRP's paying there way, however, when it comes to pettiness like "He has new clothes and he goes out" Then what are they supposed to do, lock themselves up. Go to the CSA and make him pay his way. If you get less than 25 per week (which I hope not) then thats life. He is the one missing out0

i think shes like this because she is the one paying all the joint debts and he isnt paying anything (dont know why hes not paying anything towards them). My sis has given the creditors his address, but apparently hes not paying anything towards them. She has had to go on a trust deed because of all the debts, but, hes not!!!
ive told her to go to the CSA if she feels the way she does, but she says she will have to wait until after the holidays.
Oh and hes NOT missing out, they are better off without him he is an alcoholic, and was violent to my sister.0
