Criteria for applying for a NI number
    • If you do not already have a NI number you must apply for one as soon as you start work or you or your partner claims benefit.
    • You must be over 16 years old and resident in Great Britain.

You will see from that link that you have to be 16 to get a NI number therefore for people under 16 to work they have to be able to manage without a NI number.

Very few will because of insurance reasons, I've worked in several of the main supermarket chains and they won't take on under 16s probably be best trying small businesses first
One day I might be more organised...........

wehen i worked at macdonals they employ 15-yr-olds to comer in and do the 'dive' (a huge pot wash basically but of industrial-size kitchen 'equipment!) after breakfast has finished which is 10:30 mon-sat and 11:00 sunday its only for 2 hours max though.

have you thought of babysitting or a paper round?
