Thanks to all who responded to my plea. I am very grateful.
If I have understood correctly, if the child is in further education beyond their 19th birthday, my friend still has to pay until they finish the course, but if in higher education (Uni) he is no longer required to make the payments (after the age of 19)?
On the subject of his earlier overpayment; I don't believe he did notify CSA at the time; his payments are taken directly from his salary (as shown on his payslips) - I think (I may be wrong) he thought they would see his change of earnings and make the adjustment automatically.

Yes thats right, once he has finished full time further education then the liability ceases. If they go onto University then there is no liability via the CSA.
Unless the NRP specifically told the CSA of the change in circumstances then they have not been notified. If he has a DEO (which it sounds like he does) then that is not notiifying them, unfortunately he has to write to them (you can ring them but its not always noted) and tell them of his change in circumstances.Free/impartial debt advice: Consumer Credit Counselling Service (CCCS) | National Debtline | Find your local CAB0 -

No, that is incorrect.
The absolute cut off age for liability for child maintenance via the CSA is the child's 19th birthday, regardless of how long left there is in the further education term. For example, if the child starts a further education course on 01/09/09 & is 19 on 02/09/09, then that's it; it DOES NOT continue until the end of the course.
If the child starts a higher or advanced education course (usually around the age of 18 & at uni, but not exclusively) then CSA liability should cease as from the 1st Monday in September that the course has started. It DOES NOT continue until the child is 19.
CSA liability is usually linked in with child benefit payments. So if child benefit is payable, then so is CSA but only up to 19, whereas child benefit may still be payable up to the age of 20.

Thats exactly what it says here at the bottom of the section from the child support act . (8) No person shall be treated as continuing to fall within subsection (1) by virtue of regulations made under subsection (7) after the end of the week in which he reaches the age of 19I only speak of my own experiences. and research that i have carried out whilst dealing with my own case with the child support agency0
