Income tax increase. IS IT TRUE?

It's council tax that particulary winds me up, any income above £63 a week (the amount the government says a person needs to survive on) is counted when calculating council tax benefit, so in effect someone who falls well below the threshold for paying income tax still has to pay quite a lot of council tax. When my wages were cut by two thirds due to being sick and I took home £553 a month I still had to pay £68 council tax, at a loss to see how this is fair. Still I guess an MP could live well on £63 a week as they used to claim virtually everything on expenses.0
