Help - churchwood

Hi can anyone offer me advice - i do have poor credit history but i have been offered an unsecured loan with Moneycall Ltd, a division of Churchwood. They say it has been agreed at a rate of 10.9% - which i know is higher that high street lenders but is also a lot less than people like me with adverse credit history - i have previously only been able to get provident loans and they can be up to 80% interest. The dilemma i face is they are asking for a £49.99 admin fee up front to process my documentation... is this normal practice. They say it will be refunded to my card when all my forms have been sent to me, i have signed, returned with my documentation, proof of id, address & last 3 payslips.. Is this to good to be true??????????? Are they going to take my fee an dthen tell me my application has been refused..or are they going to take the fee and me never hear from them or receive my money??? Sorry for such a long thread i just want to be sure that this is normal practice and i am not being ripped off so close to xmas. I have read many threads/reviews about them as an IVA or DMP provider - some good - some bad - but nothing mentioned about the unsecured loan division. Any help/feedback/advice would be gratefully received before i make this payment. Many thanks Jane
