That's a good idea and will therefore probably never be brought forward.
However, something i thought i heard rumblings about again this week - and something we've been pushing for quite a while - is for these kinds of things to be taught properly in schools.
I already teach this at college as an AS level for kids who want a quick 60 Ucas Points - Certificate in Personal Finance - only had 9 takers this year though - don't know why such a low take up as it's such an easy course to take - most of it is common sense
At least I know of 9 students who won't get into problems with debt though now:DNoli nothis permittere te terere
