Turned down for a loan

Recently applied for a loan of £6500 with my bank HSBC, to clear my £4100 CC debt with them, and also a`£1000 debt on a citicard. They said as i was clearing my debts with them, it should be almost certain to go through, although it might only be for £5000, but still at a lower rate than the CC.

Received a letter a few days later, informing me i had been turned down because "They felt that their lending to me was already at its maximum"

Then a few days later another letter for charges of £75 for informal overdraft fees, which again, when i phone them to try and sort it, they are really unhelpful and say they cant increase it. So instead they charge for going overdrawn, which comes out of next months pay, which makes me go overdrawn, and so the cycle continues... Does anyone have any advice on this, as its really quite frustrating.
