National Insurance payment method

Hi I have a friend who has been paying his national insurance contributions by standing order for years. He has now had a letter saying they wont accept this and he has to pay in full yearly or by direct debit. Their direct debit system is a bit strange as they take a different amount each month and on a different date each month, and this was the reason for setting up a standing order for the same amount on the same date each month. What I would like advice on is can they actually refuse his payment? This is rediculous as he pays religiously.
