Full time employee V Agency

A problem has arisen with a colleague.
A full time employee working on a rota of 5 days 7.30am to 4.0pm which includes Saturday and Sundays etc.
This employee had been doing a certain job role Monday to Friday apart from 2 days off in the week or a full five Monday to Friday depending on the rota, when another person would step in and cover for those two days in midweek.
Now the company has engaged an Agency worker to do this function on a five day week Monday to Friday. The employee is still employed within the company in another function. The agency rates of pay is less than that of the employee.
The employee has askes why this Vacancy was not placed on the Noticed Board for anyone to apply. Where the Management interviewed this agency worker for this postion without informing/asking anyone else. And now has to be trained to do this job.
Should the company have posted the Job on the noticeboard for anyone to apply rather than pick a single person.
Should the company have replaced the employee on a rota, with a agency worker doing a normal five day week.

What I was trying to put over, was if this employee had known about the normal Monday to Friday 5day opportunity.
They would have applied to get off the rota system, although its lower in pay.

There is no requirement for a company to advertise vacancies internally first, nor offer opportunities before engaging an agency worker.
If their own internal policy states they will do this, then you could raise a greivance, but they will probably say "oops, won't happen again, sorry".
