Lloyds TSB passing on debt to Iqor

I have a loan that I defaulted on in 1999, I agreed to pay Lloyds a set amount, the loan was for 12,000. I have paid them since this date , I have moved house and phoned them to let them know of the change of address to find out that they have passed the debt on to Iqor. I made the agreement to pay a set amount with the debt recovery dept in 1999/2000 and have not had any contact with them since. Can they do this after so long? Is the debt still inforceable?. What is the best course of action from here? I have not heard from Iqor yet, the bloke at Lloyds said that Iqor had tried to contact me at my last address, but my post has been redirected and I have not recieved anything yet, he backed down when I said that, and implied that I would hear from them soon.
