what's best

my friend has just paid off mortgage and applied for charge to be taken off house- not yet done. wants no or as little risk if possible to money- paying into works pension & wants security. hates stock market. he is able to save £600 per month. friend earns about £850 per month.
current account with alliance and leceister
he has been paying £50 per month to 10% regular savers with alliance and lecesiter - (all he could afford at time set up)
paying £150 per month into bradford and bingley 10% xmas saver.
he has been paying balance of £400 into isa which is only paying 4.5%. seems low? lloydstsb are apparently offering instant access saver at 8% which will pay more than isa after tax?.
he went into tsb and advisor asked who he was with for current account and whether he would move current account. friend said no- happy with a &l - advisor said he had to come in for appointment and they would review situation. tsb said they would do credit check on him. friend said ok he would pay £500 into tsb account but tsb said he may fail credit check. friend then said if £500 failed credit check they could increase it to £600 and ask their computer whether it would accept him with this amount of money going into their current account. tsb said not advisable because every time they asked computer to decide whether he was eligible it would do credit check and too many credit checks could damage credit rating- looks like you're up to something- friend has been stoozing but all credit cards paid off and canceled. he has not requested copy of credit report and has no idea what's on it.
what are his rights with tsb? does he have to transfer current account? where's best for him to put money etc?
