It's just that not everyone has a driving license or passport. Where did you get the id rules from? My twin daughters are 16 and hope to show their birth certificate or medical card etc!
Also what makes the voucher valid or not? There appears to be no date or validity about the voucher? Would like to know before without the embarassment at the door on their birthday!'They only had one cow!'0
