CSA overpayment!

Morning, all. Just a quick question really. My partner recieved a letter stating that he had overpaid by £291 back in may. This all came about as it took the csa roughly 2 years to add our 2 children into the assessment (after many phone calls and emails over the period and my partner being informed that the csa would be deducting £400 from his wages ontop of his regular amount which came from absolutely nowhere, as apparently, our children did not exist, even though they were given child benefit number :rolleyes:) So roll on beginning of August, a phonecall from the csa asking for my partners bank account details so that they could deposit the money directly into his account within a time scale of 6 weeks. 6 weeks later, nothing surfaced. So roughly 3 weeks ago, he called to query what was going on, and he was told that the payment has to be authorised by eaither a team leader or member of management. This had not been done but luckily, the person he spoke to was management, and so he said he would authorise the payment and my partner should recieve it within 2 weeks... 3 weeks on and still no payment.

So my question is this.. whats the actual hold up? I really don't understand why they are giving periods of time in which they say something will happen but it never does. Surely its better to just not make it up. If its going to take 2 years, then say it will take 2 years! At least it's honest. What should he do now?? Is it the csa that he is waiting to recieve the payment from, or is it taking so long as it comes from the PWC???

I don't really know the actual ins and outs but she tells my partners sister that she only recieves £153 of the £245 that he was paying in for his 2 children, BUT she works full time, so I don't really understand this. As an edit, I have mentioned this as it may be relevant to the question
