we have asecured loan with picture (£58 000) its currently at 8.59% but overthe past months when the banks were dropping thier intrest rates picture have refused to drop their intrest rates saying there not at liberty to do it even if the mortgage companies are is this correct(they were quick enough to put them up)

Andy is correct. Have you looked at what a redemption figure might be? Would it be possible to move elsewhere? Costs nothing to look around.
