    Compost bins like I think yours will be don't have any base at all. It might be useful to give them a ring to find out what you should do with it.
    May all your dots fall silently to the ground.

    we dont have a compost bin, but what we do is dig out the soil to one side of the veggie patch and chuck all the veg/fruit/egg shells etc in, and then just cover with soil once its built up to a biggish pile. Rotate this around as have bout 5 mediumish size patches.

    But is this ok to do this as the waste hasnt decompost yet??

    Have a look at wiggly wigglers web site. Their wormery doesn't sit on the ground at all, and you collect 'juice' to feed the plants too. No good for us becuase we produce WAY too much compost, what with all the allotment leaves, roots etc (we do try to trim it up on site, but we seem to make a lot of waste at home too) They sell worms seperatly :)

    I've just ordered mine *FREE* from my local council (Lancashire CC) and it comes with a kitchen caddy to collect all the bits of peel and stuff. :j
    Unfortunately it is 330l so it doesn't help the OP much. :o
