I've had a look a at a couple of cookery books on Street Food and the seem to go for leg of lamb.
Not a street food version but very good :-
Judith Wills - Top 200 Low Fat Recipes
2 garlic cloves,peeled
1tsp salt
1tsp ground cumin seeds
1/2 tsp ground dried chilli
1/2tsp ground black pepper
Zest and juice 1/2 lemon
1tbs olive oil
400g lean leg cut into bite sized cubes
1 lemon cut into wedges
1 small onion (about 100g) quartered and seperated into layers
Crush garlic and salt together into a paste
Add paste to cumin, chilli.pepper, lemon juice and zest and oil in a mixing bowl combine thoroughly add lamb cubes mix well and leave to marinate for several hours.
When ready to cook preheat grill. Add lemon wedges and onion slices into marinade for 1 minute then thread onto kebab sticks.
Put on a rack under a hot grill for about 15 minutes turning halfway through cooking.

There is nothing wrong with Shish kebab meat. Shish kebab meat is real lamb not constructed rubbish like Donner. I think it is lamb leg steak as there is very little fat in it, shoulder has lots of fat.0
