    The problem with that is i doubt many of the employees of the IS can do that, including line managers, and most probebly the OR's themselves, as it is such a huge set of rules/guides

    That in itself explains a lot though, and why it is so inconsitantly applied:confused::rolleyes:

    ...LOL & when they want to change the rules to suit themselves they just do it at the drop of a hat. Its is pretty clear that BR is not an exact science is it !!

    ..... but just to defend them for a minute since i used to work for them.
    They do get it in the neck from everyone, bankrupts, creditors, insolvency practitioners, the government, the courts, the media all of whom think that the laws are to strict, or to lenient or not effective or two harmfull

    This will shock you, but i agree, but the inconsistancy, and the fact the inconsistancy (edit, to try be more diplomatic) appears to mainly benefits them does not help gain them any sympathy let alone understanding from any of the groups you mentioned.
