LTSB loan - help.

I sent a letter to Lloyds TSB on 22nd May 09 advising them that my PPi on my loan has been miss-sold.
They replied letter dated 7th June to say they will investigate the concerns I raised but it may take a little time and they would do their best to complete their enquieries as soon as they could and they could then respond to my complaint in full and at that stage resolve matters.
Next letter arrived dated 1 July writing with an update about my complaint. Saying sorry for the delay but its taken longer than anticipated to gather all the information and they will do their best to provide a final decision within the next 4 weeks. If they are unable to provide me with a final decision they will send me a letter which will provide me with info required to raise my concerns with Financial Ombudsman Service. However they (LTSB) hope to resolve my concern much sooner than this and provide me with a full response to my complaint.
Should I have any questions reguarding their investigation or if I have any further information whuch may help them with their enquieries then I should call them!
My question is are they stalling for time? Can I do anything while I wait another few weeks?
