i wanna: test tree roots

i have tree roots appearing in cellar, i beleive they are from council tree in front of house. i also have a privet hedge at front.
council will not do anything about it until i can prove the roots are coming from their tree. house insurers no help either, saying that this is not covered.
any ideas where i can get roots tested from?
have been told that forestry commission charge about £100, i wonder if i can get them tested cheaper from anywhere else.
have googled but no success.
any help appreciated.
