Implications of 2 mortgages

This is my first post (been browsing for a few months) and I'd like some advice please.
My partner and I have the opprtunity to buy our council house for £81k:j , but my partner still has his name on the mortgage at his old house that his wife and 2 children live in.Is he able to do this and what are the tax implications.I don't work so I can't get a mortgage in my own name and his old house still have 7 years mortgage left on it?
Any advice would be greatly appreciated.
