The best people to speak to are your mum's GP who, if s/he believes there is a clinical need will refer to a district nurse. the DNs are the ones who should be ordering and assessing the need, with specialist input from the continence advisor if they need specialist input.
Unfortunately, the continence thing is always controversal as the DNs tend to assess what they believe the patient needs and will provide the basic or generic brands rather than named brands or enough for patients to stockpile loads, which many people do tend to want to."This is a forum - not a support group.
