Another, Should I cash endowments question?

Hi, I've created a new account for this post as my usual MSE account is not anonymous.
I'm hoping for some advice.
I have 2 endowments which have been running for 11 and 20 years respectively.

Zurich (Allied Dunbar)
Target---- £27,620
Declared bonuses
none
Surrender value
£4,971.40
Monthly premium
£41.50
Maturity date -
Dec 2023
Maturity forecasts
4% = £14,500 6% = £18,600 8% = £22,600

Standard Life
Target---- £40,000
Declared bonuses
£7,657.95
Surrender value
£16,604.45
Monthly premium
£49.47
Maturity date -
Dec 2014
Maturity forecasts
3.75% = £21,600 5.5% = £23,700 7.25% = £25,900

I have over £20k unsecured debt. In the past 2 years I have managed to pay of over £10k of unsecured debt (I know I was a fool to allow it to get so high in the first place).
I also have a mortgage of £180K which is part repayment (£50K) and rest interest only. The plan, which sounded ok when had head in sand, was to downsize once children have grown. This is still the plan and intention is for this to be in 2-3 years. The mortgage is 0.35% (from memory) above base rate so currently very low but expected to rise.
I pay between £700 & £1000 per month to service credit (not minimum payments I pay as much as I can).
In case it's relevant I fall into the higher rate tax bracket.
So eventually to the question, would it be financially better to redeem the endowment (s) and pay of the debt thus allowing me to overpay mortgage (£500) + extra life cover? Or in the case of the Standard Life endowment, would that be silly given it's only 5 years until it matures?
