Capital one won't reduce my credit limit

I want to reduce it from £680 to £600 as I'm trying to get rid of the damn thing. There is £92 available credit at the moment on an APR of 26% (they must be joking). They are charging me more interset this month than last month even though I owe them less. They say they can't reduce it as it less than £100. Funny last month they reduced it by £20.
