tilt and turn window won't tilt

Hi all.
I have tilt and turn windows, with the handle in the upward posistion the window hinges on the hinges at the right and open likes a door. With the handle at 90deg it the window hinges on the bottom and tilts inwards.
Well that's what it is meant to do.
At the moment, it'll only open like a door with the handle upward. With the handle at 90deg it won't unlock the top right hinge and the let the window open inwards.
With the window shut, and it is meant to be locked when it is in the downward posistion - it will not go fully downward, it hits resistance and I do not want to force.
I'm handy with DIY, and have tools to hand - don't want to make it worse, but am sure it's simple to fix and don't want to pay someone to come out and do it!
Can anyone help me??

Try giving them a good clean! - Seriously whenever these windows get stuck quite often the 'workings' simply need a good clean.
This was the advice we had when our windows were fitted -
With the window in an open position thoroughly clean all surfaces of both the frame and window that come in contact with each other.
First use a fairly stiff but non-scratchy handbrush all over, then a stiff paintbrush or old toothbrush on all the catches, very lightly oil all the catches.
If there is still visible muck in the catches try blowing it out with compressed air or the tiniest squirt of WD40.
Then check all visible screws are secure and lightly tighten if necessary
Use the same cleaning method as far as you can on the top right hinge.
Hopefully once you have cleaned the top hinge you will be able to open and close the window properly.
The window fitters recommendation was to clean and lightly oil like this once a year.0 -
