    I can see what you mean re S2P - all of the figure they quote are on the basis of a full working life, so to get the S2P quoted you'll need 44yrs of conts, effectively this means your paying 14year of extra conts that will only count towards the S2P.

    It suggests #60 per week S2P based on 40yrs of conts, if you were to only work for the 30yrs to get a full BSP, your looking at only #45 of S2P. To get the other #15 per week you'll need 10 more yrs of conts, assuming an average earner pays around #1200 in NI a year, thats #12000 for #780 extra a year, it'll need you to claim the pension for over 15yrs to recoup this - at least age 80.
    I can see the complaints now about paying the extra for no more BSP only S2P

    I think that effectively where going back to a pre75 system of weekly credits rather than qualifying years, I wonder if they'll do as they do with Pre75credits and just total the amount, divide by the total weeks in a year and thats the number of years you have or just pay a fixed amount per BSP conts, say 5p per week , and the same for S2P.

    This is the first time Ive read the document , but Ive noticed a few key points:

    There will be no qualifying conditions, so effecitvely if you build up 1 yrs conts you'll get the equivalent of 1/30th of the full pension and 1/44th of the max S2P.

    HRP moving to weekly credits but now only paid from 6/4 after birth to 5/4 prior to 12th birthday, although HRP S2P credits will be paid to the age of 12 rather than 6 as present. They'll also drop the carers qualification level down from 35hrs to 20hrs (wonder if they'll drop Carers Allowance from 35 to 20hrs ?)
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.
